I downloaded this driver (sp86704) from the Support site and ran it to extract the files and it returned the error "Failed to extract cab". I downloaded this on both my Notebook and my desktop and got the same error. I have had success downloading and installing other drivers on this site. It would great if someone could fix this issue and notify me.
HP Wireless Button Driver (W10 v1709) 2.1.3.1 Rev B, Mar 31, 2018 (sp86704.exe) (531KB).

Let's try these steps -
Step 1 Windows Updates troubleshooter -
Click on this link to run Windows Updates troubleshooter.
Step 2 Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Step 3 HP Support Assistant Updates -
1) In the search box, type and open HP Support Assistant.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
