Operating System: Microsoft Windows 11

I have an issue with my screen brightness where I boot up my laptop, I can see the HP logo and the windows loading circle and as soon as I get to the lock screen my brightness goes completely dim. The brightness setting is all the way up, dynamic brightness is off, I have checked the power settings, updated drivers, system updates, and everything short of completely reinstalling windows. Once in a while I will turn it on and the brightness is normal. I think it may be an issue with the OS but I can't find anything else online about how to fix this
