Microsoft Windows 10 (64-bit)

I have an HP ZBook 15 G4 laptop connected to two external monitors in extended display mode on Windows 10. One monitor is connected via VGA, and the other via HDMI. When I restart my laptop, both monitors work fine, but if I fully shut down and then power it back on, the HDMI-connected monitor doesn't display anything and just shows "no signal." However, if I restart instead of shutting down, everything works as expected. How can I fix this so the HDMI monitor works after a full shutdown and power-on?
