How to personalize to a monocrome darker blue(like win 2000)?

How to get to other legacy color schemes?

Do not want the graphics, just a plain, non distractive background; Tried on Google in the past with no success, but my positive experience on this forum makes me think you guys have these kind of solutions

I don't have a Windows 8.1 machine to hand and it is some time since I used Windows 8. If I give the instructions for Windows 10, hopefully there is something here that allows you to achieve your goal.

The key words are "Personalisation", then "Background".

In the current edition of Windows 10, it's Settings, Personalisation, Background, then in the Background drop down choose Solid Colour.

I hope you can figure it out from there.
