Look for a privacy cover, a function key or a switch that disables the camera.
If the device manager shows no problem then the image is being blocked.

Thanks for the answer but there is no key or shutter I have installed the 24h2 version and later my pc performance was degraded and the camera stopped to work I have reseted my laptop to 23H2 from a service centre yet the camera problem had not solved i tried every everything I discovered today that my microphone is also not working I feel so frustrated

Usually the microphone is part of the motherboard and the audio chip. System with an added on webcam would show a second microphone.
You may have two problems.
What does the device manager show?
If the camera is not listed then enable hidden devices and see if it shows up.
The below is all know about cameras. Hope I am not oversharing.
Have you run diagnostics? Tap the ESC key after powering on. Tap it once a second after you see the LEDs on the keyboard flash. When you see the startup menu, press F2 to run diagnostics.
If you do not see the webcam test then update the diagnostics:
HP releases newer UEFI diagnostics periodically. When you select F2 during boot you are requesting UEFI diagnostics. There is an updated diagnostics package Click Here Look for the phrase 'issues outside the OS', Expand the'+'symbol and click the DOWNLOAD button. The version of the UEFI diagnostics is shown at the left of that DOWNLOAD button. When you press F2 to run diagnostics please ensure the version is the new one. |

Camera may not be enabled in windows.
1. Open “Settings -> Privacy -> Camera.” 2. At the top, look for “Camera access for this device is on.” 3. If it is off, click the “Change” button and turn it on. 4. Under that, check for “Allow apps to access your camera” and make sure it is On. 5. Next, look at “Choose which apps can access your camera.” Make sure apps you want to use with your camera are enabled. 6. Re-enable the device. |
Make sure you have the latest Microsoft Windows updates and have also run the HP support assistant to check for updates.
If the WebCam passed diagnostics ---
1 - enter "camera" in the windows search box. An error message may appear. If so, click "Get Help". If there is no "Get Help" then read this article.
2 - Look at the keyboard function keys for a camera icon such as
if you see anything like that the press it and see if the camera starts working. It could also be a physical device such as a switch or a cover that closes over the lens. Some AIOs have an On Screen Display and that might have camera control for on/off. I do not have your particular system so am guessing.

3 - Try a repair of windows system files. From the administrator command prompt enter as explained below

How to use SFC or DISM to repair Windows
just do the SFC. If you see a message that corrupted files were fixed then reboot. The only time to do the DISM is if the SFC reports it found problems but cannot repair it.
4 - Did this happen recently, like just after a windows update?
Try rolling back the driver
Did you try rolling back the camera driver?
It could be the camera driver or the USB driver if the camera is connected to the USB. Many internal cameras are connected to the USB.
In the pictures below you would select the camera driver and then look for 'rollback'
If camera driver is the problem
If the problem is the wrong USB driver for the camera
If you cannot rollback the driver then try to find the best one or let windows try. One way is to just uninstall the camera and reboot as described in this official HP document..
The below post, unfortunately, is complicated but is useful if there is no camera drivers at the HP website to download.

I do not know how important having a camera is but some users have been forced to do a factory restore in order to use the camera and the zoom app for a job interview.
HP is removing cloud recovery for system over 5 years old.
The actual wording is a limited time after the warranty expires
You may want to get a copy of the cloud recovery before it is too late.
Cloud recovery provides all the custom HP drivers.
Go to the below site and enter your product ID including the 3 characters after the # character
If you have cloud recovery you can restore your system using a 32gb flash.
It may take an hour or more to create the recovery USB.

Antivirus has no effect that I know of on any camera other than the remote possibility it will block a download that has a virus or PUP.
