I'm running win10 1903 with HP "tilt" pen and I can't get tilt to get to working with clip paint studio or anything (PS, Krita). I instaled drivers using hp support assistant.

Thank you for posting back.
Let's try:
Download the HP Pen control app from the Microsoft Store.
In Windows, search for and open Microsoft Store.
In Microsoft Store, search for and open HP Pen Control.
Click Get, and then follow the on-screen instructions.
Note: You'll see direct pen input in supported Windows apps such as Microsoft Office apps, Sticky Notes, Photos app, etc. When you touch the screen with the tip of your Pen, you can directly start writing or drawing in the app.
