Welcome to the HP support community.
I understand that you are getting display issues on your notebook, I am glad to assist you.
I recommend you attempt to access the BIOS screen by tapping on F10 while the computer is restarting,
If the issue persists in the BIOS screen which is outside Windows, it would confirm a hardware failure and you will need to replace or repair the LCD,
However, if it doesn't show up in the BIOS, it would confirm a software issue and we'll need to reinstall or update the display drivers using the Official HP Website: Click here.
If you want to repair the LCD, This might require one on one interaction to fix the issue, I am sending you a private message with the steps to talk to HP support.
Please check the mailbox icon at the top-right corner of this screen.
I hope this helps resolve this issue completely.
If this helps, please mark the public post as an accepted solution so that it benefits several others.
Cheers
