I have brought your issue to the attention of an appropriate team within HP. They will likely request information from you in order to look up your case details or product serial number. Please look for a private message from an identified HP contact. Additionally, keep in mind not to publicly post personal information (serial numbers and case details).

Maybe im getting late here. I had the same problem and I could solve it. I did the steps below:
1) Update to the latest touchpad drivers.
2) Once drivers has been updated download sp81891 (version 19.3.31.31)
3) Install 19.3.31.31 version and take note of the installation directory path. An error could pop up, just ignore it.
4) Once old drivers are installed, go to the installation directory path. You should see a folder with the name WinWDF and inside that one another with x86 and x64 name. Enter to the x64 folder and install dpinst.exe.
And thats all. I could recover my "device settings" tab through that procedure.
Remember to avoid touchpad driver updates after doing that.
