I have two other suggestions you can try...
1. Do the same thing with the older driver...
https://ftp.hp.com/pub/softpaq/sp47501-48000/sp47574.exe
2. if that doesn't work either, be connected to the internet, go to the device manager, click on the Microsoft Basic Display Adapter, click on the driver tab, click on Update Driver, but this time select the automatic search and see if the driver downloads from the Microsoft update site.
If neither of those work, unfortunately, I don't have any other ideas for you to try and suggest you revert to W7.

There aren't any.
W10 should have installed the Intel HD graphics adapter drivers automatically.
Since apparently it didn't (the graphics driver is missing if there is a Microsoft Basic Display Adapter listed under the Display Adapters device manager category), see if this works...
Download and save the W7 Intel graphics driver. Do not run it.
https://ftp.hp.com/pub/softpaq/sp59501-60000/sp59697.exe
Download and install this free file utility. The 2nd file at the top of the page is for 64 bit.
After you install 7-zip, right click on the graphics driver you saved.
Select 7-Zip from the list of items on the menu.
Have 7-Zip Extract to: and let it extract the file into its folder name (sp59697).
Once that is done, go to the device manager. Click to expand the Display Adapters device manager category.
Click on the Microsoft Basic Display Adapter.
Click on the driver tab. Click on Update Driver.
Select the Browse my computer for driver software option, and browse to the driver folder that 7-Zip created.
Make sure the Include Subfolders box is checked, and the driver should install.
Then restart the PC.

Hi Paul. Thanks for helping. The driver installs but on the driver I get the message "Windows has stopped this device because it has reported problems. (Code 43)" so it goes back to the Windows Basic default.

I found the problem. It was the driver for a USB to VGA stick. Removing the drivers gets the laptop working perfectly. Then plugging back the USB stick forces Windows to re-load the drivers but this time they all work in harmony together without interfering. Thank you!
