My icons in the start are showing the icon of the the photos app and although changing the scale up and downa nd back to recommended does set them to their original but after a refresh they become the same......I have tried rebuilding icon cache didnt work...

That is designed by Microsoft, nothing to do with HP machines. Your image is more like Windows 11 not Windows 10. It is much better to ask Microsoft than HP
