are you using this driver?
https://support.hp.com/us-en/drivers/selfservice/hp-elitebook-820-g2-notebook-pc/7343192
Intel video driver 20.19.15.5166 Rev.W
your system uses a 4/5th gen Braswell CPU and needs the Intel Iris/HD Graphics Driver as i recall
try the latest Intel 5200u video driver which is newer than the HP one
or this one
Intel® HD Graphics Production Driver for Windows® 10, 64-bit* (N-Series)
Latest version: 15.40.1.64.4256

no, it means that I'm not going to try troubleshooting 50 (plus) thousand lines of code looking for a needle in a haystack that would take days or weeks of time when 90 min reinstall of the OS and used software will also produce a working result
