I have the same issue as reported here:

and in at least a couple of other threads.   There is reportedly a solution involving running a realtek fw update utility mentioned as being available from HP support, WebcamFW.exe.

 

How can I get hold of said utility since it doesn't show up under product support downloads.

What model HP Computer are you using?

Refer to this document to know how to find the Product Name or Product Number.

 

For now, Install updates using HP Support Assistant

  1. In the search box, type and open HP Support Assistant. 
  2. Check for updates. 
  3. If the updates are available, click on install and restart the computer.  

Note: If you do not have HP Support Assistant installed, Click here to download the same.

Also, check for any pending windows update. Reboot the computer.
