HP TouchSmart 610

We have tried to troubleshoot by washing the screen, disabling the touch screen and buying a new mouse.  The disabling of the touch screen worked for a bit then it started jumping again after about a week.  HELP!!!!

This sounds like a failing video chip.  You should connect an external monitor to see if that has the same issue.  If it does, since both are driven by the same video chip, then it is a failing chip problem.  If not, it is a screen problem.

 

Either way, getting either replaced is an expensive option, especially since the vide chip is soldered to the motherboard and can not be replaced on its own.
