I managed to take a video of my laptop once, it was hard to get since the blinks was irregular and no specific time or patterns

The fact that the blinking only happens in Chrome and not the taskbar suggests a GPU rendering or browser compatibility issue, rather than a hardware fault. Since you’ve already captured a video (which is great for diagnostics), here are the most effective steps to resolve this:

1. Disable Hardware Acceleration in Chrome

This is the most common fix for flickering:

  • Open Chrome
  • Go to Settings > System
  • Toggle “Use hardware acceleration when available” to OFF
  • Restart Chrome


2. Force Chrome to Use Software Rendering

  • In Chrome’s address bar, type: chrome://flags/#use-angle
  • Change “Choose ANGLE graphics backend” to D3D9 or OpenGL
  • Restart Chrome


3. Update Intel/NVIDIA/AMD Graphics Drivers


4. Check Windows Display Settings

  • Go to Settings > System > Display
  • Ensure Refresh Rate is set to the recommended value (usually 60Hz or 120Hz)
  • Disable HDR if enabled, as it can cause flickering on some panels
