Rechargeable MPP2.0 Tilt Pen

I just bought a HP Rechargeable MPP 2.0 Tilt Pen. 

I haven't been able to get it to work on my Dell XPS 13. 

I have tried both buttons and it is fully charged. Nothing works. Not even a cursor on the screen. It doesn't show up on Bluetooth either.

There is almost no information about the product online which is extremely frustrating since this is a legit product.

All other forums have led me nowhere.

 

Any ideas how to troubleshoot this problem? Would be much appreciated.
