Update:
Just updated Graphics Driver to v26.20.15029.15007 dated 17-03-2020 but no difference on the freezing.

I've installed a Samsung EVO 860 hard drive and Windows 10 1909 Home running latest drivers and version of Win10. When the graphics driver was updated from a basic Windows driver thats when my problems start happening. The mouse freezes every second when I move it anywhere. I'm not convinced its just the mouse but a whole system lag/interruption because it happens using the mousepad and a USB mouse. I've done some online researching and playing around with it myself like update all the drivers but to no avail. The common theme is when I remove any version of AMD Radeon R5 graphics driver (currently v26.20.12028.2 dated 16-08-2019) (even updated it to a 2020 driver) all of them have the same impact on the system making is feel very lagy. I'm convinced it a graphics card driver but nothing is working unless I go back to a Windows Basic Driver which is not ideal. Could do with some helps to resolve please. Thank you.

Don't worry as I'll be glad to help, I have a few troubleshooting steps we could try to fix the issue:  

Firstly, perform Windows Update and HP Support Assistant: (do not skip any troubleshooting steps if you feel steps are repeating) 

To check for updates now, select the Start button, and then go to Settings  > Update & security  > Windows Update, and select Check for updates.

Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool.

  1. To open HP Support Assistant, double-click the HP Support Assistant icon https://support.hp.com/doc-images/932/c05040382.jpg.
  2. Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.
  3. Click Check for updates and messages to scan for new updates.
  4. Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.
  5. Click the update name for a description, version number, and file size.
  6. Select the box next to any updates you want to install, and then click Download and install.

And, also run BIOS Update: Follow steps from the link: https://support.hp.com/in-en/document/c00042629
