I reviewed your post and I understand that the fingerprint scanner and Windows hello features are not working.
Don’t worry, I assure you I will try my best to get this sorted.
What is the product number of your computer?
Follow the below steps to set up Windows Hello.
Go to Accounts > Sign-in options > Set up > Get started. Type in your PIN when asked, or create one if you don't have one already. You can always keep and use your PIN as a backup if you need. To set up face recognition, keep looking at the screen.
For the fingerprint scanner, I recommend you uninstall the fingerprint scanner driver from the device manager and then download and install the driver from the below link.

Here is how it is done.
- Type "Device Manager" into the search field to open the device manager console.
- Expand the node that represents the type of device that you want to uninstall, right-click the device entry, and click Uninstall.
- On the Confirm Device Removal dialog box, click OK to start the uninstall process.
- When the uninstall process is complete, remove the device.
NOTE: On the Confirm Device Removal dialog box, click the Delete the driver software for this device option to delete the driver package that was used for the device.

MY SERIAL NUMBER : 5CD9467TZL
LAST TIME MY FINGERPRINT SCANNER WORKING WAS ABOUT A WEEK AGO.
I TRIED TO DOWNLOAD THE DRIVER FROM THE LINK BUT I COUDN'T. I HAVE PUT MY SERIAL NUMBER, BUT NO RESULT CAME UP. IT JUST KEEP SEARCHING

I am unable to pull up any information using the product number you have shared.
I recommend you contact support and they will assist you in this regard.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
