Victus by HP 16.1 inch Gaming Laptop PC 16-d0000 (3S9N7AV)

hi, first sorry for the level of expression (i'm a french speaker).

So, i have a HP victus 16d-0000 with an i5-11400h RTX 3060 95 W 16 Gb ram and

for a few months, the frequency of my rtx has been blocked at 210 mhz. I have tried everything, reset everything, updated all the drivers but nothing has changed. GPU-Z shows me a perfcap reason: pwr but I've never had any overheating problems and I still have the original charger which works correctly. I've read on other forums that this could be due to the installation of version f.10 of the bios (now I'm at version f.26). I can't downgrade to version f.09 or earlier. I can't access the .bin bios available on the dr bios site, hardware forum or others either (they still haven't validated my registration). if anyone has any solutions i'm interested.

Possible Causes & Fixes

1. BIOS Issue (Potential Power Limit Bug)

Many Victus users have reported GPU performance issues after BIOS updates (especially F.10). You are now on F.26, but the issue persists.

Try This:

  • Reset BIOS settings to Default (F9 in BIOS menu) and save changes.
  • If possible, check if there’s a newer BIOS update on HP's site.

🔴 BIOS Downgrade Workaround (If HP Blocks It) Since HP blocks downgrades, you can try:

  • Use WinFlash with the /force command (but this is risky).
  • If you can get the older F.09 BIOS, you could flash it using an SPI programmer (requires hardware skills).

2. Nvidia Power Limit Issue

Even though your charger is original, the laptop might not be detecting full power delivery.

Try This:

  • Unplug charger → Remove battery (if possible) → Hold power button for 30 seconds → Reconnect everything and test.
  • Use another compatible HP charger (even if yours works, it might not deliver full power).
  • Check HP Power Management settings in Windows (turn off "Power Saving" mode).

3. Nvidia Driver Issues

Sometimes, new drivers mess up power limits.

Try This:

  • Use DDU (Display Driver Uninstaller) to remove all Nvidia drivers.
  • Install an older, stable Nvidia driver (e.g., one from 2023).
  • Disable Windows Update from automatically reinstalling a new driver.

4. Nvidia Control Panel & MSI Afterburner

  • Nvidia Control Panel → Manage 3D settings → Set Power management mode to "Prefer Maximum Performance."
  • Try MSI Afterburner to manually increase the power limit (if locked at 95W, you may not be able to change it).

5. EC (Embedded Controller) Reset

  • Some HP laptops store power limits in the EC firmware.
  • Try a full reset: Shut down → Hold Windows + V + Power → Release after 10-15 seconds.

hi Max3Aj and thank for your reply. i think it's a biois limitation cause i've tried everything else (execpt the ddu) but nothing has changed. i tied to install a bios manually but it doesn't work. i have a error when i execute the .exe folder (even if i remove/trun off all security parameters) and i wasn't able to find a F.09 bios version for my laptop in .rom or .bin extension (if you have one it will be very helpful). Asn you said i can't increase power limits in afterburrner because my pc has 95W. Unfortunatly hp has locked advanced options in bios and so far i haven't seen anyone who has found a way to access to it. And unfortunatly, there is no HP support where i am
