Welcome to the HP Support Community!
I recommend update the BIOS from the below link and check if it helps.
https://support.hp.com/in-en/drivers
If you continue facing the issue, then boot to BIOS by tapping the F10 key on startup and check whether you are able to duplicate the issue in BIOS screen.
Also, check with an external monitor or a TV to make sure that the display works fine on an external device.
Let me know how it goes and you have a great day!

Updating the bios did not work idk if this is oridnarny but the flashing part after the restart pauses at 68% then says flash boot complete the issue does replicate itself in the bios screen currently using a hdmi cable to an external display and its working fine so I dont know if the issue is from the screen itself or if its a software issue

As you have mentioned that you are able to replicate the issue in the BIOS screen, it confirms a hardware issue.
I recommend you contact support to check the available service options for your computer.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
Cheers!
