There's no way to go into any other BIOS settings than what you see now.
I found a newer version of the W10 Elan touchpad driver from a different model notebook.
See if this one works:
22.2.25.3
https://ftp.hp.com/pub/softpaq/sp112501-113000/sp112799.exe
If not unfortunately, I don't have any other suggestions for you other than to install the only supported operating system for your notebook which is Windows 11.

If the W11 touchpad driver from your notebook's support page doesn't work on W10, the only suggestion I can offer would be to try the touchpad driver from the 250 G8:

Thank you so much for help! Installing Windows 11 64-bit is a solve in this situation with non-working touchpad for HP250 G9.
P.S. for users, who mb have same problem and want to save Windows 10:
- drivers for W11 for this model - don't work
- drivers for W10 for other models (for example G8) - don't work
- synaptics "packs" or other synaptics files don't solve this situation
- bios HP250 G9 don't have touchpade enable/disable button
- hard reset don't solve this problem too
>>so only installing Windows 11 64-bit for HP250 G9!
