Need graphics driver that includes Vulkan 1.1 or later

I have an HP Spectre x360 - 13-ae052nr with Intel UHD 620 Graphics.  Another computer is an HP Pavilion15-cs3153cl with Intel UHD 630 Graphics. 

I am using a photo editing software program, On1 PhotoRaw 2023.  An upgrade requires a graphics driver with Vulkan 1.1 or later. There is no other driver for the Spectre on the HP site, and Intel won't let me upgrade from its site saying that HP has locked the driver.  Same issue with the Pavilion.

Can anyone point me to a driver that I can install that has Vulkan 1.1 or greater?  I shouldn't have to buy a new PC to run a $79 program which now has an upgrade that I want.

The release notes indicate support for Vulkan 1.3.

Amazing seaching for a solution and came accross Howard who needs it for same software. Im stuck with 2023 version of software? Any uncomplicated ideas out there?

I used the posted solution and it worked great for me. Just follow the directions. Make sure you download the zip file and not the exe file in order to do this correctly.
