New HP 4k monitor, 3840x2160 resolution may only work at 30Hz from my laptop, is driver available?

I have just purchased 4k monitor as above. Am using with a Microsoft Surface 3, connected by displayport. I have previously used the laptop/dock in full 3840 x 2160 mode with an IIYAMA monitor, so I know the laptop can support it, although the spec for the surface itself is DP 1.1 which will only do 3840 x 2160 at 30Hz. Also as an aside - in principle at least I understand the dock DP interface should be able to handle 4096 x 2304 at 60Hz.

The standard driver (the only one visible on the HP support website - showing as HP V28 4k LCD Monitor Driver sp103585.exe) only allows 60 or 59HZ - so I can't see an option to get the display to go to 30Hz.

So my question - is it possible to use a different driver to have the monitor operate at 30Hz? If so, where can I find one?
