I purchased an HP Laptop15 today and throughout set up and even after it opened up with my new user account there was no cursor on the screen and so I was unable to use my touchpad. I reset the PC twice, but the cursor still hasn’t appeared. What else can I do? The product serial number is [edited] and it is brand new.

Since it is a brand new Notebook and if it's a Hardware issue you can still get the Notebook replaced
I suggest you run a Touchpad Test to confirm the Hardware Functionality
- Hold the power button for at least five seconds to turn off the Notebook.
- Turn on the computer and immediately press Esc repeatedly, about once every second.
- When the menu appears, press the F2 key.
- On the main menu, click Component Tests and Touchpad
