Not finding .inf files

I am trying to download the driver Intel Serial IO Driver but I cannot find the .inf files.

Also, Some drivers in my computer is missing like my EZAN Ez TouchScreen filter. How can I get it back? I have tried, scanning fir hardware changes, restarting my computer but nothing is working. I can't use my screen touc feature at the moment
