Product: OMEN 17.3 inch Gaming Laptop PC 17-ck2000 (70X02AV)
Operating System: Microsoft Windows 11

The 175w 4090 is not hitting the full power limit in most games. It drops to around 150w usually even though the temperature limit is not being hit(~86c). I can get it to briefly hit 175w by choosing balanced power mode then switching back to performance mode. Smart performance gain is turned on in omen gaming hub and the slider is all the way to the right(45w). 

 

Any thoughts as to what is going on? Am I missing something?
