Somehow by default "HP" seems to hide, disable or lock the Nvidia Control Panel Display and Video settings

I really would like to have these settings unhidden, enabled or unlocked. This would HELP aid to get a few games working on Windows 10 "It's been proven"

 

For example: Microsoft Train Simulator requires the Nvidia Control Panel Display and Video settings to work error and crash free on Windows 10

 

So, would someone kindly tell me how in the world am I supposed to unhide, enable or unlock the Nvidia Control Panel Display and Video settings PLEASE?

 

If I have to get an external graphics them so, be it!
