Microsoft Windows 11

I got into bios on my pc and changed MHz to 3200mhz instead of 2100mhz not knowing the motherboard can only go up to 2100mhz

Are you talking about setting the default memory speed? That should only set the MAX memory speed and if your PC can not handle that, it should automatically reset it to the lower MAX speed.  If it does not do that, you would have to do a BIOS default settings reset, but without being able to boot into it, I don't see how that can be done.

Messing with BIOS settings is the quickest way to "brick" a working PC.
