Removing video bar from bottom of screen when streaming movies

How can I remove the video bar from the bottom of my screen while streaming movies?

You would need to describe this video bar in detail.

I use VLC to watch streaming videos, or Plex Media Server, and in both cases, there are icons in the window to select full-screen mode which then removes the control icons at the bottom of the screen.  When I then mouse over the video, the bottom bar with the icons returns.

So, you would need to look into the settings options with whichever app you are using to watch the videos.
