When I first got my laptop, the display dimmed to save power and brightened when the charger was plugged in, as most devices do. However, at some point it started doing the opposite.
Anyone know what caused this and/or what to do about it?

I understand the display gets dimmed when charging the laptop.
Don't worry I will try to help you out.
Did you make any software or hardware changes on your laptop?
Have you tried checking with a different adapter?
Please provide the product number of your PC to assist your better.
Try the steps recommended below.
Search for and open “Power options” in the Start Menu.
Click “Choose what the power buttons do” on the left side of the window.
Click “Change settings that are currently unavailable.”
Under “Shutdown settings” make sure “Turn on fast startup” is enabled.
Also, try updating the drivers to the latest version using HP support assistant.
Refer this article to know how to use HP support assistant.

I got same problem and found the problem is the brightness selection when on the Plugged in status which is set to the dimest, go Power Options -> Edit Plan Settings, change it to the middle point of the brightness range, that's all.
