This laptop is a few years old, it originally came with windows 7. It currently has windows 10 but this problem was happening with windows 7 ( upgrading to windows 10 was thought to possibly fix the problem but it didn’t)
The screen brightness will automatically adjust itself to maximum setting and will render the trackpad useless while it’s stuck adjusting itself to maximum ( even though brightness is already at max )

@Z2yzx Welcome to HP Community!
I understand that the Screen Brightness auto-adjusts to the maximum.
Here are a couple of things to check.
1. Right-click the battery icon in the Taskbar and select Power Options. Click on Change plan settings next to your selected power plan and in the following window, click on Change advanced power settings. In the Advanced settings window, expand Display and then expand Enable adaptive brightness - make sure this is set to Off for both On Battery and Plugged in. Click Apply and Ok to save any setting changes.
2. Open windows Control Panel and in the top right, next to View by: select 'Large Icons'. From the new layout, select the Intel HD Graphics option. Click on the Power icon and in the following screen, select On Battery in the left-hand pane - under the option Display Power Saving Technology, set this to Disable. Click Apply and then Ok to save any setting change.

I tried both your suggestions and they did not work. It doesn't matter if the laptop is plugged in or not, the brightness will still randomly adjust to full brightness ( even if it is currently at full brightness ) and lock the track pad till it randomly goes away.
