I have scoured the internet for solutions ranging from driver updates to screen refresh rates and rolling back drivers, but none have provided a definitive solution to this problem.

 

When I turn on my PC, the HP sign flickers and extends for the whole length of the screen and carries this same effect to the desktop and everything else. The only thing that made my screen readable sometimes was changing the screen refresh rate to 40 Hz, but the problem still persists occasionally. The only fix when this happens is to switch the display screen to my TV (which displays everything perfectly even when the laptop screen flickers) and then switch back repeatedly until the screen is fine again. I am always waiting for the screen to become unreadable again while I am working. 

 

Does anyone have a solution to this other than updating or rolling back drivers? I have been trying to find the fix in Intel Graphics Control Panel Power as well  but I do not have an option to disable it.

I reviewed your post and I understand that the screen flickers when you turn on the computer.

 

Don’t worry, I assure you I will try my best to get this sorted.

 

I recommend you update the BIOS and the graphics driver from the below link and check whether the issue is resolved.

If you continue facing the issue, then boot to BIOS by tapping the F10 on startup and then check whether you are able to duplicate the issue in the BIOS screen.

I have updated my graphics drivers four separate times now without success on this issue. I have not updated my BIOS, could this cause screen flickering with vertical lines on the screen?

 

Keep in mind that I have updated everything according to Windows Update.

Yes, I recommend you update the BIOS and check. 

 

Also, check in the BIOS whether you are able to duplicate the case.
