cannot get my screen to Project to a TV or monitor, using HDMI, ect. Says to Re-install driver or use a different Video card, cannot seem to figure out the problem, any assitance will be greatly appreciated.

I understand that you have an HP Notebook - 15-f387wm and it does not support a second display when connected via the HDMI. Thanks for sharing the image.
It should support the second display when connected via the HDMI. The evidence points towards a driver issue. To provide an accurate resolution, I need a few more details:
- I see that this laptop model originally came with Win10. Did you downgrade the operating system to Win8.1?
I did some further research and found that for this laptop there are drivers available only for Win10. In case you have downgraded the operating system, then you need to install the graphics drivers for Win8.1
Meanwhile, we could try to uninstall the existing graphics drivers and let Windows choose the appropriate drivers and install them. The following steps will help:
- Open the device manager.
- Expand "Display adapters".

- Right click on the drivers inside display adapters and select uninstall.
- Once the display drivers are uninstalled, please close the device manager.
- Restart the laptop.
- While restarting, Windows will reinstall the graphics drivers by itself.
Now you may try to connect the second display via the HDMI. Please refer to this HP document for more information about connecting an external display in Win8.1
