How can I take or send my laptop for repair if the only dealer (Best Buy) won't even touch it?

Unfortunately, screen repairs on laptops such as your HP ENVY x360 15.6” 2-in-1 are delicate and often considered not cost-effective. That’s why many repair shops -including Best Buy- won’t handle them.

Even going through HP Support is likely to be expensive, and there’s a chance they may not accept the repair if the damage is severe or if replacement parts are limited.

Your realistic options are:

1. Contact HP Support to see if they will accept the repair and to get a quote.

2. Check (local) specialized laptop repair shops that handle high-end or delicate laptops -they may have more experience with screen replacements, though costs will still likely be high.

3. Consider a replacement if repair costs approach or exceed the value of the laptop.

I am afraid that there’s no easy or cheap solution for this type of repair.
