Im having these issues where i can see a Chrome browser burned image on my monitor and when i move white windows there are some vertical lines following the windows.

 

Is this a graphic card issue?

 

It seems i cannot replicate the issue on screenshot but i did take some photos with phone

Welcome to the HP Support Community. 

 

This looks like a hardware issue, I'd suggest you Contact HP in your region regarding the service options for your computer.

 

If you are having trouble navigating through the above options, it's most likely because the device is out of warranty. If yes? please send me a private message with the region you are contacting us from. Check next to your profile Name, you should see a little blue envelope, please click on it.

I'm just writing to let you know you are not alone. I am having the exact same issue with my 15 month old Spectre that I bought just before the end of 2018. Very disappointing. And my warranty is expired. I booted Ubuntu from a USB stick and the exact same problem was happening. So this is very, very unlikely to be an issue with the OS or drivers -- it's almost certainly a hardware issue with the screen.
