I downloaded the latest AMD Radeon drivers for my laptop and my laptop froze every 2 seconds or so. I first thought it was just my mouse but realized the whole screen was freezing when I tried to watch a video. The audio was not affected by this. I deleted the drivers thinking my laptop would go back to normal but the stuttering persist. I have tried to update display drivers and turn my laptop off for a while but this does not seem to help.

Hi,

Turn off wifi.

You uninstalled the drivers in device manager? (WinKey + X    > Device Manager)

Install the drivers from the HP site for your notebook.
