Welcome to the HP Support Community.
Let me know if this happens in BIOS: Tapping the ESC key at the beginning of the HP welcome screen is supposed to get you to the menu of options. Then select the F10 option to access the BIOS.
Also, check if this happens with an external monitor.
Let me know if this helps.
If the information I've provided was helpful, give us some reinforcement by clicking the Accepted Solution button, that'll help us and others see that we've got the answers!
Thanks!

Have you tried an external monitor? If no, let's remove the Intel HD graphics driver:
1) In the search box on the taskbar, type Device Manager, and then select Device Manager from the list of results.
2) In Device Manager, expand Display Adapter.
3) Right-click on the Display Adapter, and then select Uninstall device > Delete the driver software for this device check box > Uninstall.
4) Restart the computer.
If yes and the issue is there on the external monitor, then again let's remove the graphics driver.
If yes and and no issue on the external monitor, chances are that the display is faulty.
Let me know if this helps.

Let's perform a recovery:
1. Shutdown the computer.
2. Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.
3. Press F11 once for System Recovery.
4. Choose the Keyboard Layout.
5. Click on Troubleshoot.
6. Go to Recovery Manager and click on System Recovery.
Note : Back-up all your data as System Recovery will delete everything that you had saved or installed on the computer.
Let me know if this helps.

Do you have a USB drive that is like 32 GB or 64 GB in size? You can make the recovery media from here and perform it: https://support.hp.com/in-en/document/c06162205
