I recently purchased a pavilion 15 gaming laptop with 15 g ram. Right out of the box i noticed very slow loading of webpages and especially images.There is also a delay of 2 seconds in sound after starting a video.Fan starts after any short amount of operation for the smallest application hardly exceeding 8% cpu and 40% memory usage.Another problem is a increasing delay in waking from sleep.I am worried that soon enough it will not wake up.My internet speed is ok . i bought a late model thinking it will be powerful enough for gaming not to have trouble loading webpages.Does anyone have a diagnosis?

To provide you with an accurate solution, I'll need a few more details:
Have you recently made any changes on the PC before the issue started?
Have you tried to update the Bios?
Have you tried to run any test on the computer?
Are you having issues only with specific browser? Have you tried to use different browser. If so, try to reset the browser.
In the meantime, let's try these steps here:
Perform a Hard reset on the PC:
Many startup errors and other problems can be resolved by decreasing the amount of power stored in hardware components. Decreasing stored power is sometimes referred to as a "Hard Reset". Use the following steps to perform a hard reset on a computer:
If Windows is open, click Start and then Shutdown.
If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.
With the power off, disconnect the power cord from the back of the computer.
With the power off and the power cord disconnected, press the power button on the computer for 5 seconds. The power light indicator on or near the power button might turn on briefly but then go out.
Reconnect the power cord and turn on the power.
Next thing, I would suggest here is to Run Windows Updates troubleshooter -
Download and install the troubleshooter from this link.
Now try to perform Windows Updates -
1) In the search box, type and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
Let's update the Bios, Chipset, audio, graphics and Wireless card drivers on your PC from our HP support website, using this link.
Also, download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC.
Refer this link to know how to use HP support assistant.
Once done, restart the computer.
Alternatively, you can go through the support document - HP PCs - Slow Internet Troubleshooting (Windows 10, 😎
If the issue persists, I would suggest here is to run an extensive system test on the computer from F2(Please capture the failure ID for further assistance).

I performed the steps you suggested and ran the extended system test. The result was a long drive self test failure with this code 9SL55X-98K9AF-XD7W3G-61KL13
As i said, very surprising as this happened out of the box on a brand new system. What do you suggest?

After reviewing your post thoroughly, I see that You've performed the hardware test and it resulted with the failure ID : 9SL55X-98K9AF-XD7W3G-61KL13
Here's what the ID represents: 306
Hard Disk 2 Full Test Failure
You will need to get the hard drive replaced, this can be done either using the HP Part store, Or call the HP Phone Support for a repair service.
