Operating System: Microsoft Windows 10 (64-bit)

Whenever I turn my pc on, the monitor has the no signal popup but then suddenly my hdmi is active. When it is active it just has no display and shows a blank screen. This problem has been happening when I got a game called cities skylines and after w couple of days of playing it I loaded in a map and it just froze into a green screen. I then unplugged the computer and the problem started to happen. I have been trying to fix this problem since january of 2022 please help.
