I've tried to connect my Spectre to a 4K monitor and a 4K TV. In both cases, the best resolution available is always 1080p. I know the cable and monitor are both good, because it is the same cable and monitor that my tower computer was using to display 4k video.
I have verified that both my radeon and intel graphics drivers are on the latest version. (I tried to update the drivers and the OS said "You already have the latest version installed")
I have tried 3 different hdmi cables.
I have tried different display modes: Extend, duplicate, and only on 2nd monitor.
I've looked in the Intel and radeon graphics settings and they both report that the best resolution is 1080p.

What is your Spectre x360 15t ? It is a CTO machine, we need full its model/product. But for a Spectre which is more than 2 years old, it ONLY has HDMI 1.4, supporting 1920 x 1080 @ 60Hz. I know users can get up to 2160 x 1440 @ 60Hz and NO more.
