Hello DBronstein88,
Thank you for going through so much troubleshooting and sharing it. I am have the same issue. I want to just turn off the touchcreen at this point. I have had this laptop for less than a year so hopefully HP can help me with fixing the touchscreen portion but I need a working laptop for my business.
Can I please confirm how you turned off the touchscreen function so I can ensure I don't affect any thing else? Attached is the screen shot of the Device manager. Have ai selected the correct component to diable?

Thanks for your post.
Finally, I figured out what caused the problem to my spectre x360 (2017) today.
It was the desk lamp. When I placed the desk lamp to the upleft corner, the mouse cursor was dragged to the upleft corner.
Same, when I placed the desk lamp to the upright corner, the mouse cursor kept moving towards the upright.
Once I turned off the desk lamp, the trouble was totally solved.
BTW, disabling the HID compatible pen support in HID of the device manager also solved the problem but at the price of sacrificing the use of the stylus (I think, this is one of the reason why people purchased spectre x360).
This means, for some reasons, the desk lamp creates the same pressure signal as the stylus pen, which triggers the windows keeps moving the cursor to the false stylus position.
