Operating System: Microsoft Windows 11

When starting the laptop with the physical power button, the screen will flicker on and off until I restart the computer with the on screen restart button. I am using a Logitech wireless mouse and unifying receiver.  Using the mouse seems to make the issue worse. I can get the flickering to stop using the touch screen but it will immediately start up again when trying to use the wireless mouse. Again, once I restart the computer using the onscreen restart, the mouse will work normally and no screen flickering will happen.
