When trying to draw on my screen with my stylus (the one the Spectre comes with), my pen cursor is off by a few mm when I draw making it hard to impossible to pick up a line where I left off. How do I improve the accuracy of my stylus, I have tried calibrating, but it didn't do anything of note. My screen DPI is at 250% (recommended), any smaller and I cannot see any writing or icons very well. I know it may be affecting my pens performance, but can I find a workaround so I can draw accurately AND see what I'm doing?

I found a solution! My graphics drivers were corrupted or out of date. Do not proceed with this solution unless guided by a professional to do so, I have no idea if this will mess up your computer.
Solution:
-Right click windows icon
-Open device manager
-Dbl click display adapters
-Uninstall both drivers
-Restart computer
-Check to see if accuracy of stylus is fixed in a drawing program at 100% and 250%
Worked a treat. Now I can see AND draw.

I recommend switching to 100% DPI and check if the accuracy of the stylus increases, if it doesn't, here's what you need to do:
If the pen does not write consistently while your fist or palm is touching the screen, make sure the pen tip is 5mm or farther from the point where your hand is contacting the screen.
If your system supports palm rejection technology, when the active stylus is in use, the touch screen does not respond to input from your hand. Wait approximately 1.5 seconds between using the stylus and using your finger.
If the touch screen responds slowly to input from your hand after you use the stylus, you might need to update the firmware for the touch screen.

Go to the HP Software & Driver Downloads page.

Type your model number in the Enter your HP product name, product number or serial number box, for example, HP Spectre 15-bl000 x360 Convertible PC, and then click Find.
If a list of model numbers displays, select your model number from the list.
The Software and driver results page for your model displays.

Make sure the Detected operating system is correct. If necessary, click Change, select your operating system and version, and then click Change.

Click Firmware.

If a firmware update is available for the touch screen, click Download next to the update.

Follow the on-screen instructions to install the firmware update.

The accuracy improves tremendously at 100% DPI, BUT all the font and icons are so small it's a massive strain on my already not so good eyes, see in the attachment, The first is at 100% DPI, barely legible as you can "See". The second is at 250%. I don't think it's unreasonable for a consumer to want to be able to see the screen as well as use it what it was purchased for, I also don't think switching back and forth between resolutions is viable, as any work done will take nearly 3 times as long and put undue strain on anyones eyes. I purchased this laptop to draw with and I cannot. I've been making do so far but am getting tired of not using this computer for what I bought it for.
Also I was going to check the Software and drivers link you provided but it's broken.
I found it eventually and the firmware doesn't appear to have any touchscreen updates, only this, see as follows.
"- Updates the Intel platform ME firmware.
The Skylake / Kabylake platform ME firmware version: 11.8.55.3510
The BasinFall platform ME firmware version: 11.11.55.1509"
Please understand I appreciate the help, and am simply frustrated.
