Am experiencing the common camera not found error.  Have updated drivers, BIOS, checked kill switch and all other suggestions.  No change.  In device manager, under System Devices, the camera shows an error: 

This device cannot start. (Code 10)

STATUS_DEVICE_POWER_FAILURE

Changing power settings to max makes no difference.  How can this be fixed?

The "Code 10" error with the message "STATUS_DEVICE_POWER_FAILURE" for the HP True Vision 5MP Camera indicates that there’s an issue with the camera’s hardware or its interaction with your system. Since you’ve already tried updating drivers, checking the BIOS, and adjusting power settings, here are some additional troubleshooting steps you can take to resolve the issue:

1. Check Physical Connections

  • Cable and Connection: If your camera is an external device, ensure that it is properly connected to your computer. For internal cameras, this might involve checking internal connections, but this is generally more complex and might be better handled by a professional.

2. Reinstall Device Drivers

  • Uninstall and Reinstall: Go to Device Manager, right-click the HP True Vision 5MP Camera, and select Uninstall device. Restart your computer. Windows should automatically reinstall the driver. If it doesn't, download and install the latest driver from HP’s support website.

3. Check for Windows Updates

  • Update Windows: Make sure that your operating system is fully updated. Sometimes, system updates can resolve hardware compatibility issues.

4. Check Camera Settings in BIOS

  • BIOS Settings: Enter the BIOS/UEFI settings of your computer and make sure that the camera is enabled. Sometimes, hardware components can be disabled in BIOS.

5. Run Hardware Troubleshooter

  • Windows Troubleshooter: Go to Settings > Update & Security > Troubleshoot > Additional troubleshooters, and run the Hardware and Devices troubleshooter.

6. Check Device Power Management Settings

  • Device Manager: In Device Manager, right-click on USB Controllers (if your camera is USB) and select Properties. Go to the Power Management tab and uncheck Allow the computer to turn off this device to save power.

7. Perform a System Scan

System File Checker: Open Command Prompt as an administrator and run sfc /scannow to check for and repair corrupted system files.

DISM Tool: Also in Command Prompt, run DISM /Online /Cleanup-Image /RestoreHealth to check for and repair any issues with the system image.

8. Check for Conflicting Software

  • Conflicting Software: Sometimes, other software can conflict with the camera. Check for any recently installed software or updates that might be causing issues.

9. Update or Roll Back Drivers

  • Driver Rollback: If updating the drivers didn't work, try rolling back to a previous version of the driver if available. Go to Device Manager, right-click on the camera, select Properties, and go to the Driver tab to see if there’s an option to roll back the driver.

10. Reset Your Computer

  • Factory Reset: If all else fails and the camera is critical for your work, you might consider a factory reset of your computer as a last resort. Be sure to back up your data before doing this.

Thank you for the response.

It is an internal camera. For suggestion 1., I'm reluctant to open the machine as the device manager sees the camera, it just won't start. I had already tried 2. ,3. ,5. ,6. , 7. and 9. more than once. As for 4., I had updated the BIOS. I have since checked the BIOS settings and see nothing that could affect the camera. As for 10., I'm not interested in the nuclear option just yet. A plug-in usb camera works fine as a work around. (All apps see it instantly.)  Obviously I would prefer the built-in camera to work. My Win 11 version is 23H2. The HP Support Assistant only shows drivers up to 22H2. Could this be the problem?
