HP Spectre x360 13.5 inch 2-in-1 Laptop PC 14-ef0000 (3Y838AV)

My HP Spectre is buggy every now and then. The pointer is randomly moving and clicking or sometimes the touchpad is not working at all. I have no external devices (mouse etc.) attached. HP did exchange some hardware but nothing changed. 

Contacting HP is a big headache and they keep closing the tickets if they did not reach me by phone instead of using email for communicating next steps.

1. Does anyone out there have the same issue and whats the hack to get this done?

2. Since HP tried to repair and failed, does anyone have a legal address form HP Germany where I can send an official letter to unwind the deal and return the computer with 100% reimbursement? 

Thank you for any help, I am really frustrated.
