I've been experiencing this problem with my HP Pavillion 15 laptop recently. Whenever I type something the text cursor jumps back to the start and whenever that happens, my touchpad becomes unresponsive for a while as well. I've tried a wireless mouse and the same problem still exists. There also appears to be a while selection box which I can control via the keyboard popping up when I'm at any menu or so. And whenever I scroll, the page just snaps to the beginning as well.
