My laptop was connected to a second monitor via a VGA cable that was accidentally cut in half. Now the laptop won’t turn on. The power button lights up briefly and the caps lock button flashes twice then both go dark. It sounds like the fan (or something) starts running but only for a couple of seconds. What has happened

Welcome to HP Support Community
I suggest you perform a power drain and try getting to BIOS
Shut down the Notebook > Remove the Power Cord & Ac Adapter > Press and hold the Power Button for 20 seconds > Put back everything and upon restarting keep tapping on F10 till you see System Configuration Menu ( BIOS )
If you are unable to get to the BIOS, please contact HP Support for Service Options
1) Click on this link - www.hp.com/contacthp/
2) Select your product type below.
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Select the chat or get phone number options based on your preferences.
6) Fill the web-form and proceed further.
Thank you and have a great day 😊
