So for a while I've been having this issue where Google Chrome's new tab page has a black background when it should be white, Windows Explorer's ribbon has a black background, standard Windows dialog boxes are usually somewhat black, etc. I'm not sure if its also a side effect but the selection box on the desktop which is normally light blue is instead light green.

 

I've tried uninstalling and reinstalling the provided graphics driver from the HP Support website several times as well as graphics drivers directly from AMD. I've also run video hardware tests with HP's PC Hardware Diagnostics program. Nothing has worked to fix the issues.

 

I've attached some screenshots of what it looks like:

If you believe the "dark" settings are coming from Windows as opposed to having selected a Dark Theme in Chrome (browser),

 

Try / Consider

 

Settings > Personalization > Colors

Select modes for "Windows" and for "Apps"

 

Set other color options as desired...

 

Less likely, since the act to switch the Windows theme must be done deliberately,

Check to see if you have inadvertently switched to High Contrast settings

Same menu

Settings > Personalization > Colors

Scroll down and click on "High Contrast settings"

Check / Adjust the setup

 

Settings > Personalization > Themes

Check / Adjust the setup

Windows is set to dark mode, as it should be, and apps are set to light mode, as they should be. High contrast mode is not on.

 

I'm pretty sure its not a setting issue anywhere because it only affects certain things, like as you can see in the screenshot, the Explorer ribbon is black but the rest of explorer is white. Chrome's theme is also specifically set to white/grey, but the screenshot there shows the entire body of the page as black and even Google's logo is pure white instead of colored.  Sometimes this blackness actually hides text and I can't read the contents of various dialog boxes, making me have to guess as to what they say.

You can also see in this screenshot the wall panels I am looking at are a very dark grey, when they should appear the same as the white panels down in the bottom left.
