Hello, I am posting because no videos online, regardless of type of player, will full-screen.
This applies to youtube, several different media players on a private site, facebook, etc.
I tried updating and modifying flash, fiddling with the power settings, but nothing has worked.

I understand you have issues playing videos full screen on your PC.
Don't worry I'll try to help you out.
What is the browser you are using to play videos on your PC?
Did you make any hardware or software changes on your laptop?
Have you tried checking with a different browser?
Please provide the product number of your laptop to assist you better.
Try the steps recommended below.
Check the Resolution and DPI settings on the computer.
Click on Settings and then in the window that appears, click System. The very first option in the left pane is called Display. While selecting that option, see the right pane to check if the display is scaled up or down. It should be showing 100.
Then click on Advanced Display Settings.
Set the Resolution is set to the Recommended - whatever that may be for your specific computer set up. You may be prompted to restart the computer. Once those changes are made, you can try playing the videos again and see if that resolved the issue for you.
a) Press Windows and x key on your desktop and click on Device Manager.
b) Expand ‘Display Adapter’.
c) Locate the display driver.
d) Right-click on the display card listed and click on ‘Update Driver Software’
If you are using google chrome try the steps recommended below.
Open Google Chrome. Chrome contains a “hardware acceleration” feature that helps boost performance. Unfortunately, the feature can also cause issues with tabs and scrolling.[6] Many Chrome users experiencing issues with the full-screen mode in YouTube report that disabling hardware acceleration solved the issue.
Click the ⁝ menu and select “Settings.” This will open the Settings page in its own tab.
Click the “Show advanced settings” link. You may need to scroll down to see it, as it’s at the bottom of the page.
Scroll down to the “System” header. It’s just beneath “Accessibility."
Remove the check next to “Use hardware acceleration when available.” This will disable hardware acceleration in your browser.
Navigate to https://www.youtube.com and click any video. Now you’ll need to test whether or not disabling hardware acceleration worked for you.
If the issue still persists after trying out the steps try resetting the browser.
Click the ⁝ menu and select “Settings.” A new tab containing the Settings screen will appear.
Click the “Show Advanced Settings” link. This link is at the bottom of the settings page. Clicking it will expand more settings.
Click the “Reset Settings” button. You may have to scroll down to see it, as it’s the final entry on the Settings page. A box will appear with a “Reset” button.
Click “Reset.” Your browser’s settings will be restored to the way they were when you first installed Chrome.
Try viewing a YouTube video in full-screen mode. Hopefully resetting Chrome solved your full-screen issues for now.

I have tried Chrome, Microsoft Edge, and Firefox. FF is my default.
I have not made any changes to the laptop.
The product is a HP Pavilion 15-AB188CA 15.6" Notebook, AMD A10-8700P Quad-Core 1.8GHz, 8GB DDR3, 1TB SATA, 802.11n, Bluetooth, Win10H - Silver
I tried everything else recommended but there has been no change, with YouTube or any other website.

Hey there! @Reanef, It's great to hear from you again.
I appriciate your efforts for trying out the steps.
Uninstall the display drivers from device manager and install the latest drivers from the link below.
Link to update the graphics driver.
Also, update the BIOS on your PC using this link.
If the issue still persists uninstall the graphics drivers from device manager and install the latest driver using HP recovery manager.
Refer this article to know how to restore drivers using HP recovery manager.
