Product: HP Pavilion Laptop PC 15-eg1000 (43F53AV)
Operating System: Microsoft Windows 11

I would like to know if there is any way that I can get my Win 11 PC to display the program on my TV.  The PC has an HDMI port but believe the port is only an output no input. Is there any other way.  I know that I can get the signal by WIFI but FIOS TV sometime does not broadcast some programs over the WIFI (mostly sports on the wifi because of licensing restrictions)>

It does not have TV tuner card that mean you can't watch normal on air TV programs. Some TV channels may deliver contents thru internet, you can watch those channels on your machine. HDMI port is for output only.
