My Webcam has not worked since its inception when I bought it less than 1 year back but I noticed it now. Whenever I open the Camera App, it shows a black screen. When I try to capture, the error code shows 0xA00F4292<PhotoCaptureStartTimeOut>
When I try to open the previous pictures, it says I have not captured any pictures yet. Then it shows error code 0xA00F4240<Unknown> (0x80004003).
I have done everything from updating drivers to uninstalling devices to troubleshooting Windows Apps but nothing has worked. Kindly help.

@14010223066 Welcome to HP Community!
I understand that you are getting 0xA00F4240 error.
Please go here: http://support.hp.com/us-en/document/c03430151 and scroll down to the heading: Video does not display in your webcam software (such as YouCam, Skype, Messenger, etc.) Then, follow Step 3: Update or change the webcam driver
What you're going to be doing is changing the camera driver to the, Microsoft USB Video Device driver. This solved the problem.
